Columbia Council Approves $285M Bond for Water Pipeline Project

The Columbia City Council approved up to $285 million in bonds and agreed to pursue a federal WIFIA loan to help finance its proposed water-intake pipeline project. Officials said the move allows CPWS to lock in favorable borrowing terms now, even though the full amount will not be drawn immediately. The utility will first use the remaining $48 million previously authorized before tapping into the new bond capacity.
City leaders and CPWS officials emphasized that the debt would be repaid solely through utility revenues - not city tax dollars - and that annual revenues must remain at least 1.2 times the debt service payments. The project would also be scrapped if total borrowing needs exceed $560 million.
Public commenters and some council members voiced continued concerns about the project’s rising cost, projected annual debt payments of up to $35 million, and whether the city should wait for recommendations from the state’s regional water planning partnership this fall. Supporters argued that outside funding from state or federal sources could reduce the need for future rate increases.
