Tennessee Lawmaker Champions Grown in America Act to Support U.S. Farmers

U.S. Representative David Kustoff of Tennessee’s 8th Congressional District recently introduced the Grown in America Act of 2024 (H.R. 10494) in the House of Representatives. The bipartisan bill seeks to bolster the U.S. agricultural sector by providing tax incentives for businesses to prioritize domestic agricultural commodities over foreign imports.
The legislation is cosponsored by Representatives Jim Costa (D-California), David Rouzer (R-North Carolina), Mike Carey (R-Ohio), and Mark Alford (R-Missouri). It has garnered endorsements from the Tennessee Farm Bureau, headquartered in Columbia, and the Ag Investment for America Coalition.
The act aims to enhance the resilience of the U.S. agriculture and food sector, strengthen supply chains, stimulate domestic investment, and reduce dependence on foreign markets. Businesses that utilize agricultural inputs for products intended for human consumption will qualify for the tax credit, provided they source a specific percentage of their agricultural products from U.S. growers.
The eligibility threshold begins at 50% domestic sourcing in the first year and increases by 5% annually, reaching 85% by the eighth year. To address market disruptions, the threshold will be calculated based on a three-year rolling average. The tax credit is determined by multiplying 25% by the ratio of U.S. to non-U.S. agriculture purchases.
The Tennessee Farm Bureau praised the bill for supporting domestic agriculture and enhancing food security, emphasizing the importance of local food production. The Ag Investment for America Coalition also expressed its support, highlighting the benefits of increased supply chain stability, domestic job growth, and economic resilience.
Geopolitical tensions with China and supply chain challenges from the COVID-19 pandemic have underscored the need for a secure and self-reliant U.S. food supply. The Grown in America Act of 2024 seeks to address these vulnerabilities and ensure the long-term competitiveness of American agriculture.
