Governor Lee Enacts Smart Heart Act, Requiring AEDs and Emergency Training
On May 21, Tennessee Governor Bill Lee signed the Smart Heart Act into law, mandating the presence of automatic defibrillators in schools and establishing response protocols for cardiac-related medical emergencies. The legislation was passed with unanimous, bipartisan support.
Governor Lee emphasized the importance of student health and safety, highlighting that the Smart Heart Act ensures schools are prepared for cardiac emergencies. He praised the General Assembly for their dedication to Tennessee students.
The Smart Heart Act requires all public and nonpublic schools serving grades nine through twelve to have an automated external defibrillator (AED) accessible during school hours and athletic activities. These schools must also establish, review, and practice an athletics emergency action plan annually to respond to cardiac arrests or life-threatening injuries during school sports. Furthermore, the legislation mandates CPR and AED training for appropriate personnel, including coaches.
The signing event included representatives from the National Football League, American Heart Association, and other members of the Smart Heart Sports Coalition, as well as members of the General Assembly.
The Smart Heart Sports Coalition, launched in 2023, consists of major sports leagues and health advocacy organizations. The coalition aims to promote nationwide adoption of policies that prevent fatalities from Sudden Cardiac Arrest among high school students. These policies include clearly marked AEDs near each high school athletic venue, regularly rehearsed emergency action plans specific to each venue, and CPR and AED training for coaches and key personnel.
